Kachkin & Partners participated in a round table “Turning “growth point” into zone of development”

 

Today the “Real Estate and Construction in St. Petersburg” publishing house gathered representatives of the city leading companies at the round table on “How to improve the efficiency of the engine? Turning a “growth point” – into zone of development”. The participants discussed the following questing:

     — What conditions are required to make a large-scale development project a catalyst of well-balanced territory development?

     — Can interests of constructors, citizens and authorities be correlated?

     — How is public opinion met nowadays, can a mechanism of “public hearing” be recognized as sufficient and rational?

     — How does the practice of amendment in legislation (Land Use and Development Rules, General Planning Scheme, city regulations) work, do efficient mechanisms of lobbying work in St. Petersburg?

     — Is carrying out an independent expertise common for major projects in St. Petersburg?

   — Which districts (zones, directions) of St. Petersburg need priority development (including those implemented through state funds) and why?

The participants also touched upon several issues of their concern. For instance, developers complained that today commercial banks gave out very expensive loans, that was why the city authorities’ support was needed in settling this issue.

Traditionally, the city historic centre’s development was a controversial topic. Dmitry Nekrestyanov, Chairman of the Legislative Committee of Guild of Managers and Developers, Head of Real Estate and Investments Practice at Kachkin & Partners, noted that “if we speak about a program of the city historic centre’s development, then implementation of the city plans without regard to public opinion will evoke a high-profile scandal. In fact there is still no legal mechanism, public hearings are of no practical importance, though they should influence decision on facility construction. Working out a court appeal mechanism by local citizens, whose interest may be damaged by the prospective construction, is the solution of the given situation. But period of notice should be short so as not to delay project implementation. Such a tool is widely used in Lithuania and helps decreasing negative opinion among society”.
